if you are creating a team in TEAMS as “Public” it means anyone in the organization can join the team and access the files shared.
If you would like to make it private which means only members of that particular team can access it , please click the ellipsis ( 3 dots ) beside your team and edit ( only owner of that team can edit it not members )
